Welcome to your December newsletter - festive edition!
Our new local plan, which covers everything from the location of housing and workspaces to green spaces and new school buildings up to 2041, is currently under development. No decisions have yet been taken by the council. It is anticipated that councillors will consider the draft local plan at Full Council for publication in the new year and a 6-week public consultation will take place towards the end of January 2025.
I encourage members of the public to engage with the consultation which will be publicised as much as possible. All comments received will be submitted to the Planning Inspectorate and carefully considered during the Examination of the Local Plan. The council's corporate plan is being refreshed in line with our plans to ensure that Harborough district is an enterprising and vibrant place with healthy residents and a strong sense of community.
The corporate plan sets out this vision, with objectives and outcomes set for the period 2024-2031. Every year a delivery plan of actions is developed to fulfil the objectives and outcomes of the plan.
We want to hear from our residents and communities about what is important to them. A survey has been prepared alongside the corporate plan to see if you agree with our priorities given the social profile of Harborough District.

With the cost of living we take time to think of those who may be struggling. Please remember there are foodbanks and hygiene banks in our district. If you can support them it would be greatly appreciated and if you need to use one or have any worries about the cost of living please find help and signposting on our support pages.
We are holding our first ever annual community awards featuring the Citizenship Cup, look out for winners and more details in the January edition.

We're offering FREE parking in council-owned pay and display carparks in Lutterworth and Market Harborough on Saturdays leading up to Christmas to help residents to shop locally & support our wonderful local shops, traders & businesses. Dates include 7, 14 and 21 December 2024.
Details are as follows: Short stay car parks in Market Harborough will be free for four hours. Long stay car parks in Market Harborough and all Lutterworth car parks will be free all day.
There is one free parking session per vehicle per Saturday. Please note machines in other car parks will not issue further free sessions on the same day. To qualify for this offer you will need to obtain a free ticket from the machines by entering your vehicle registration number and pressing the green issue button, or by obtaining a free parking session on the Pay by Phone App.
If you wish to shop longer you can return to your vehicle and top up your parking with a paid ticket or purchase extra time when you arrive at the car park and this will be added on to your free ticket. You can also do this via the app.
Blue Badge holders should set their display clock on arrival at the car park, as normal, and will be permitted four hours free parking in short stay car parks, and all day free parking in long stay car parks, without the need to get a pay and display ticket. An awards ceremony was held on Wednesday 20 November to recognise the incredible achievements in physical activity across the Harborough District in an evening of celebration at the newly refurbished Harborough Leisure Centre.
The Let’s Get Moving Physical Activity Awards celebrate the collective and ongoing journey to increase physical activity across the Harborough District. From schools and sports clubs to local groups and individual residents, extraordinary efforts are being made to make physical activity more accessible and enjoyable for everyone, no matter their age, ability, or background.
The popular event, hosted by Harborough District Council and main sponsor for the evening Everyone Active, was attended by people from across the district to celebrate activity and sporting achievements locally. Nominations for the awards were made by residents, and an independent panel of judges made the difficult final decisions within each category.
A team of talented dancers from Core Dance kicked off the evening with a number of energetic dance routines which delighted the guests, before the nominees and winners were announced and the stylish trophies were awarded. Special recognition was given to Market Harborough gym member Millie Clarke who, alongside staff at Harborough gym, dealt swiftly with a medical incident involving a gym goer who collapsed onsite.
Staff did an excellent job in managing the incident and luckily Millie, a student nurse, was training in the gym when it happened so the individual received immediate medical care.

As the challenge of the cost of living continues there's no need to overspend on gifts. We are fortunate to enjoy a wide-range of local independent businesses, talented artisans, crafters, market traders, and food businesses in Harborough district. Let's support local businesses and boost the the Harborough economy rather than buying online from mainstream brands which require miles of travel for deliveries.
Don't panic buy, consider purchasing vouchers for local activities or treats to look forward to in the months ahead, and don't forget the huge range of charity shops in our region which support both local and national charities.

| Sports stars lead celebrations at refurbished Harborough Leisure Centre |
The fully refurbished Harborough Leisure Centre was officially opened this weekend at a fun-filled open day event following a £6 million pound investment across both Lutterworth and Harborough Leisure Centres. Families and Harborough district residents flocked to the centre to meet and greet sport star swimmers, Olympian Rebecca Adlington and Paralympian Maisie Summers-Newton.
Rebecca Adlington is one of the few people to have won Olympic Games, World Championships, European Championships and Commonwealth Games gold medals. Maisie Summers-Newton is a four-times Paralympic swimming gold medallist and has an incredible six World Championship wins under her belt, as well as Commonwealth gold at Birmingham 2022.
Both stars were pleased to meet with eager visitors and many autographs were signed and selfies taken. Maisie jumped into the pool to support an exciting pool training session with Market Harborough Swimming Club members, while Rebecca shared tips and advice from poolside to deliver an unforgettable experience for the enthusiastic younger swimmers.
Les Mills official trainers showcased the brand new group exercise studios by putting on a number of free sessions to warm up and challenge guests with gruelling workouts. The new and already much-loved Atlantis inflatable hosted two family sessions in the pool area which has been enhanced with new tiles, an improved SEN experience and new and efficient lighting, complimented by a refreshed Changing Village.
DJ Clinton treated gym goers to some pumping tunes in the new and extended gym which boasts state-of-the-art equipment and a range of new Theragun massage guns where you can ease your post-workout aching muscles before heading to the new café for a well-deserved meal or refreshment. Visitors to the centre, which is run by award-winning operator Everyone Active, also enjoyed free classes in the refurbished group cycling and group exercise studios.
The brand new multi-sports arena hosts tennis and netball clubs and now welcomes a futsal league, while new pickleball court markings will further extend the range of sports facilities for residents in Harborough district. The reception has been upgraded and the refreshed bowls area boasts new flooring and lighting and in the summer months, will host an indoor soft-play area for under 5s.
Visitors and regular members at Harborough Leisure Centre are now being encouraged to respond to a satisfaction survey to share their thoughts and feedback about how the upgrades have impacted and improved their use of the centre.

The NHS have brought together all the information you will need to keep well and get healthcare over the autumn and winter period.
The information is for everyone, but some parts will be of particular relevance for people who are at increased risk when the weather turns colder, such as older people, those with long term conditions and pregnant women. The cold weather can make some health conditions worse and increases the risk of raised blood pressure, heart attacks and strokes. Slips and falls are also more likely.
Vaccinations are the best way to protect yourself from becoming seriously unwell and it is even more important to get vaccinated if you are at increased risk. Make sure you are up-to-date with any vaccinations you are eligible for. Look out for others
Some people may need extra help over winter. Remember to check in on older neighbours, friends and family members to see if they need anything. Icy pavements and cold weather can stop people from going out. Keeping stocked up with food for a few days is advised in case they cannot go out.
If they do need to go out, encourage them to wear shoes with a good grip and a scarf around the mouth to protect them from cold air.
Joy is a new NHS funded website for people living in Leicester, Leicestershire and Rutland. It has been created to link you to groups, services and activities that suit your needs and interests, local to you. Once you add your postcode and search, it will list the services closest to you.
Getting the right careIn the autumn and winter, health services tend to be busier than normal. At this time of year, it is more important than ever that people follow the advice that the NHS gives all year round to help you get the right care as quickly as possible.
- Consider whether you can treat the illness and injury yourself, or with support from NHS 111 online, the NHS App or a local pharmacy.
- If it’s urgent, contact your GP practice, use NHS 111 or go to a local urgent care service.
- There are a wide range of services in your local community to support you with your mental health and wellbeing.
- The Emergency Department and 999 is for life threatening emegencies.
- Even if services are busy and you need help, don’t delay coming forward for care.

The Visit Harborough website is now easier to use following a recent update. A refresh of the layout has ensured that tourism information is more inclusive and user friendly, enabling everyone to explore Harborough district’s attractions and experiences.
The improvements include enhanced navigation options, better readability and the addition of accessibility tools to support users with visual or cognitive impairments.
Find inspiration with straightforward to search for accommodation, local attractions, shopping opportunities and leisure activities.
The project has received £3,500 from the UK Government through the UK Shared Prosperity Fund.

Calling all 11–18-year-olds in the Harborough District |  |
We have a new Youth Engagement Officer here at Harborough District Council, Becca Powell, who is tasked with creating a Youth Council.
We are looking for enthusiastic individuals aged between 11 and 18 years old who want to learn more about what the Council does, how they can get involved with making changes in their community and getting our young people’s voices heard across the district, all whilst having fun and making new friends.

Gartree 2: Next update from Ministry of Justice |  |
We are now coming to the end of the ‘early works’ on site for the new prison, with the ‘enabling works’ expected to start by the end of the year. The enabling works will include, but are not limited to, beginning excavation works, ditch and drainage diversions, formation of bellmouths, access roads and car parks, and installation of site hoarding. We continue to listen to feedback from residents living around the site and make changes wherever we can to address any issues.
Thanks to those residents who visited the New Prisons Team at our drop-in session on 12 November- it was good to have conversations with residents and talk through your questions and concerns. On some issues, we may not know all of the details just yet but we hope to hold another event further along into the programme to keep residents updated as the build progresses.
Meanwhile our early works contractor, Wates, are already working towards our commitment to provide jobs locally and to add social value wherever we can. So far this includes employment for people living within 3 miles of site and volunteer work carried out at Foxton Canal Museum and a renovation project with 'Caring for Care Leavers’ in Lutterworth.

Leicester Comedy Festival 2025 |

Leicester Comedy Festival has launched their new brochure and tickets are now on sale for the 2025 festival which will take place from 5 - 23 February 2025.
Leicester Comedy Festival is one of the biggest and longest running comedy festivals in the UK. For the past 30 years it has been a celebration of British comedy and dedicated to supporting and nurturing emerging talent.
Being an open access festival means that anyone can pay a fee to put on an event to encourage people from all stages of their career to come and take part.
The outreach and education initiatives continue this year, bringing the joy of comedy to young people and inspiring the next generation of performers. From workshops for aspiring comedians to partnerships with local schools, the mission is to nurture talent at every level. Up to 8 primary schools will again compete as part of Loving Laughing, to try and dethrone the reigning champion, Foxton Primary School.
The Big Weekend Harborough runs from 12 - 16 February 2025 with some exciting events taking place across Harborough district with particpating venues in Lutterworth, Foxton, Fleckney, and Market Harborough.

| | Preventing damp and mould |

Damp and mould can be a common problem in rented housing. There are several potential causes of damp and mould problems. It is a landlord's responsibility to deal with damp and mould if it is caused by disrepair or poses a risk to health and safety.
Damp and mould primarily affect the airways and lungs, but they can also affect the eyes and skin. The respiratory effects of damp and mould can cause serious illness and, in the most severe cases, death. The presence of damp and mould can also affect mental health. This could be due to worries about the health impacts of damp and mould, unpleasant living conditions, and destruction of property and belongings, among other concerns.
Everyone is vulnerable to the health impacts of damp and mould, but people with certain health conditions, children and older adults are at greater risk of more severe health impacts. Damp and mould is often caused by condensation, which occurs when moisture is in the air. Condensation can be caused by normal activities such as bathing or boiling kettles.
We can reduce condensation by improving ventilation. For example, opening windows or using extractor fans if available. Keeping furniture away from walls will allow air to circulate around the room more easily and heating the property properly will also help prevent issues with damp and mould.
Condensation damp, penetrating damp or rising damp, might caused by design flaws in the property, for example if the property cannot be ventilated properly because of a lack of ventilation, such as extractor fans or small windows.
Damp caused by condensation might be the landlord’s responsibility to resolve if it is: causing a health and safety issue
causing damage to the structure and exterior of the property
caused by a repair problem which hasn’t been fixed

Toys on the Table needs your donations |  |

The Toys on the Table appeal has launched again this year at Harborough Market.
Toys on the Table is a charity working in the Leicester, Leicestershire and Rutland, which provides NEW toys and gifts at the holiday season for those children, regardless of faith, who might otherwise not receive anything.
The charity distributes toys via referrals from social service, foodbanks, schools, and women's aid groups. Cllr Peter Elliott, Chairman of Harborough District Council said: “It is a pleasure to declare the Toys on the Table appeal now open for donations at Harborough Indoor Market. It is important that all children receive a present at this time of year. If you can afford to, please do support this wonderful community-spirited appeal this festive season”
Bill Bowley, Vice Chairman of Toys on the Table said: Harborough Indoor Market is the most successful collection point in the county. More toys are donated here than anywhere else. We are very grateful that so many generous people continue to support us each year. Last year we collected more than 3,000 toys which were shared with children across Leicester, Leicestershire, and Rutland.”
Local radio station HFM is asking listeners to drop off their new toys at the indoor market, General Hall in Northampton Road, Market Harborough, which will serve as a collection point for the appeal. Toys for babies, children and teenagers, aged up to 16, can be donated and must be new and unwrapped. For older children, it can also be a gift such as new books, clothing, gloves, hats, toiletries, etc.
Please do not send money or vouchers. You can drop off new and unwrapped items to Harborough Market during their opening hours of 8am - 4pm Tuesday - Saturday and 10am - 3pm on Sundays. The collection point is in the general hall near the Northampton Rd entrance. |

The RCC (The Rural Community Council) are working in partnership with us on a Community Development Project funded by the UK Shared Prosperity Fund to deliver a programme of community engagement across Harborough District. This involves working alongside residents at new housing developments with a range of partners.
Wellington Place, Market Harborough Since October 2023 the RCC have been engaging with communities, helping them to connect with one another and supporting them to form community groups. By taking the time to understand and listen to how they would really like to build a sense of community and building plans for a Residents' Group.
David Wilson from Davidsons Homes joined the engagement session and chatted with residents to provide them with updates on developments, which residents found helpful. The RCC has been working hard to form good relations with the developers on this site and they have permitted residents to use their show home and car park which is appreciated by all, especially as the colder months approach.
It has been a busy time at Wellington Place especially with the brand-new school which opened on 27 August for the first-year group. RCC have enjoyed meeting the new Head teacher and the parents and children.
In July, the head teacher at Wellington Place primary school hosted a teddy bears picnic which the RCC attended with the coffee van which was a great opportunity to engage with the parents. The RCC has created a WhatsApp group for the parents of children who are attending the new school which is a convenient way to communicate any news and updates.
The school also hosted an official Open Day with the Chairman of Harborough District Council cutting the ribbon. Community Development Little Bowden
As part of this project, the RCC have been visiting residents who live in Little Bowden. It is evident that this community will also benefit from an engagement programme as it will be a great way to bring two communities together; those from the new houses on the Davidsons development and residents who have already been living there for some years now.
The RCC started visiting Little Bowden from the end of June and will be continuing to visit, using Davidsons Homes, show home as a hub during visits. Residents have also enjoyed the RCC coffee van visiting their community which has resulted with many residents meeting for the first time and connecting with each other. |

| Marketing grant available for local clubs and organisations |
 | Let’s Get Moving Marketing Grant is returning on Monday 25 November 2024 until Sunday 5 January 2025.
The Grant helps local groups, clubs and organisations that improve the health and wellbeing of local residents to improve their digital and non-digital marketing capabilities, whilst promoting the ‘Let’s Get Moving’ strapline. Organisations can apply for up to £500.
Please note the fund is not for the delivery of physical activity, sport or wellbeing opportunities. The aim is to embed the Let’s Get Moving messaging into existing activities, branding and communications which support local residents to move more. Grants may be awarded to:
- Leicestershire, Leicester and Rutland groups and organisations who are supporting residents with their physical and mental wellbeing. This does include Schools and private organisations. - Groups/Organisations do not necessarily have to be delivering any physical activity/sport but who are supporting their community with their overall wellbeing.
This grant is designed to help grassroot community-based groups and organisations working with their local residents. |

Siobhán is a Registered Midwife (RM) and Health Visitor (HV) with particular interests in antenatal education, infant feeding and child nutrition and is based in south Leicestershire. She will be leading 2 walks a month in the Harborough district:
⏰First Friday of the month. 1pm at Welland Park, Market Harborough ⏰Last Friday of the month. 1pm at Lutterworth Leisure Centre
The walks are a great way to meet new mums in the area, in an informal and relaxed environment, whilst getting those steps in. Please wear appropriate footwear and clothing - be ready for the weather

Leicester College are delivering the sessions, which are funded by the UK Government, at The Symington Building, on Adam and Eve Street in Market Harborough, LE16 7AG

It will keep communities up-to-date with relevant developments at the Council and elsewhere, for example around funding opportunities for groups, workshops, training and networking events, and helping to involve communities in decision-making.

Please contact StreetLink if you see someone sleeping rough in England or Wales. StreetLink will connect them with support services.
You can report a rough sleeper to StreetLink online or: www.streetlink.org.uk or download the app.
StreetLink can be used by anyone in England and Wales to send an alert about someone who is sleeping or preparing to sleep rough.
Alerts are sent to outreach teams or local authority who will connect them to support available.
