I hope you managed to have a break over the summer and while the enjoyable, long hot summer days may be mostly behind us, there are some fantastic activities coming up this month that we can all look forward to.

From the Heritage Open Days featuring our own Symington Building to the Harborough Walking Festival, Arts Fresco street theatre, the month-long Creative Harborough celebration, as well as our usual excellent market events and lots more, there’s something for all. I feel fortunate to live in such a vibrant part of the country.

As always, we’re thinking about the future, so I’d like to invite you to help us shape it.

Over the summer we’ve been asking for views on our new draft Community Wellbeing Plan that sets out priorities for what’s likely to be the final two years of Harborough District Council.

Those two years will race by and that’s why we want your views now. It’s about making sure we’re focused on the things you see as most important, so please do complete our questionnaire.

The future of local government across Leicestershire remains a hot topic for us and we have been working closely with our neighbouring district and borough councils. I am pleased they have agreed with me that there should be no extension to the Leicester city boundaries. I don't believe our residents support putting any of Harborough District into an expanded city or moving into a form of Greater Leicester.

Thanks to those of you who nominated someone for our Community Awards. Our panel members are reading through all of the nominations now. I know we’ll all be inspired by the amazing contributions from people from all corners of the district.

We’re also keen to get nominations for the Physical Activity Awards. Please help us to shine a light on those who support the much-valued clubs and sporting activities that so many enjoy, as well as those who’ve excelled in their chosen activity.

And finally, I am really delighted that we are leading the way with our partners to help Market Harborough’s peregrines to breed by setting up a new platform for them at The Symington Building.

Doing our bit for the climate and sustainability is important to us, as our ambitious Rewilding Harborough project demonstrates very clearly. Hopefully we’ll see more of these wonderful birds in our skies in the years ahead.

North, City, South council leaders cannot support city boundary expansion in draft reorganisation plan

Council Leaders driving a bold plan for new council structures in Leicester, Leicestershire and Rutland say they will be recommending that the Leicester city boundary should not be changed when councils are reorganised in 2028.

The Leaders of the Leicestershire district councils and Rutland County Council have been supporting the development of the North, City, South plan which proposes three unitary councils for the area in response to the government’s drive to reorganise councils.

An interim plan was submitted to government in March and a final submission is due in by 28 November 2025.

Leicester City Council also submitted an interim plan to government which proposed two unitary councils and a plan to expand the city boundary into parts of Blaby, Charnwood, Harborough and includes all of Oadby and Wigston. Should government accept this proposal, the city population would increase by two thirds to over 620,000 residents.

However, the Leaders of the North, City, South group of councils say there’s no strong business case, including financial rationale, for changing the city boundary. A summer engagement exercise showed strong support for their proposal and considerable opposition to the city boundary expansion.

They’re also concerned the change would add complexity and risk delaying devolution and its associated funding. The Leaders say that due to public interest in the city boundary issue, they wanted to let communities and stakeholders know their view.

Draft strategic partner vision for rewilding programme in Harborough District published

A draft strategic partner vision for Rewilding Harborough, an ambitious programme to restore nature-depleted areas to the north of Market Harborough and other key sites across the district, has been published by Harborough District Council.

The council and partner organisations, neighbouring landowners and specialist organisations and agencies have set out how: “Together we aim to restore and reconnect habitats at scale across the district, creating a resilient and healthy environment, accessible for people, teeming with nature and rich with opportunities for learning, health and wellbeing.”

A specific vision for the key strategic location in the Rewilding Harborough programme to the north of Market Harborough outlines how a publicly accessible new open space for the physical and mental wellbeing of all local residents and visitors will be created, therefore developing a lasting legacy for the area. The vision goes on to state:

“We will bring nature back to where it has been lost by restoring terrestrial and freshwater habitats at scale. Our vision is to create an interconnected network of species-rich landscapes extending from the River Welland to the Grand Union Canal. This network will comprise of a diverse range of species-rich habitats, from grasslands, woodlands and scrub to newly created ponds and watercourses, and restored stretches of the Welland, all working together to support thriving wildlife and a healthier natural environment for local communities.

“We will reintroduce natural processes across the landscape, reconnecting the river with its floodplain, allowing trees and flowering plants to regenerate naturally, and reestablishing grazing systems that mimic those found in nature. These changes will help restore healthy ecosystems and build the climate resilience our landscapes need for the future.”

     Have your say on our new draft Community Wellbeing Plan

We're inviting you to have your say on our new draft Community Wellbeing Plan.

The Harborough District Council Community Wellbeing Plan 2026 – 2028 sets out priorities for action, drawing on the council’s vision and ten-year Corporate Plan, which was refreshed in February. 

It focuses on five top priorities:

  1. Enhancing youth activities and engagement opportunities
  2. Empowering communities through asset ownership and local decision-making

      3. Supporting the development of affordable and sustainable housing

      4. Promoting green initiatives and climate change resilience

      5. Transforming council services to be more responsive, inclusive and efficient

Alongside other councils in Leicestershire, we face local government reorganisation from 2028. This will impact our future and our services, as well as local communities. The Community Wellbeing Plan will help to address this change.

Public engagement started in July and will run until 30 September 2025. It includes a questionnaire, outreach work and events involving the Youth Council, parish councils and parish meetings, voluntary and community sector organisations and other stakeholders.

Views and opinions shared over the summer will be fed back to councillors in the autumn alongside the final plan.


New nesting platform for peregrines in sight

A pair of peregrine falcons have attempted to breed at St Dionysus Church in Market Harborough over the past few years, but evidence suggests that their attempts have failed due to the lack of a suitable nesting platform for their eggs.

Local peregrine enthusiasts have been trying to secure a nesting platform on the church or the district council’s building for some time and we're supporting their efforts.

The current restoration work to The Symington Building, owned by Harborough District Council, has enabled access to the building with the scaffold.

Investigations into possible options to place a nesting tray filled with pea gravel on a suitable site have been taking place.

A site in the building’s tower roof space has now been located. 

Local building contractor, WW Browns, have agreed to sponsor the nesting platform by covering its cost.   

As The Symington Building is a listed building, consent is required via the council’s planning committee to remove two louvres to the north side of the tower to make space for access into the nesting tray that would be placed internally.

These would be replaced if the birds ever left the area for good.

It is also hoped that a live camera feed will be installed at the same time. 



Initiative to enhance green spaces across the Harborough district

We have launched an initiative - funded by the UK Shared Prosperity Fund (UKSPF) - to identify public open spaces that could be enhanced for local residents with ‘community masterplans.’

Our approach will involve engagement with community representatives, local councillors and parish/town councils in several locations which have had proposals put forward by developers for considerable housing growth in the future.

The goal is to develop a range of well-researched, community-supported projects that will improve residents’ quality of life and provide communities with valuable new recreational areas. Some £80,000 of UKSPF funding has been allocated by the council to develop these local community masterplans.

Veterans invited to get together for monthly meet up

All armed forces veterans and their families are invited to a monthly coffee morning every month. 

Ex-service personnel and their relatives are welcome to come along for free tea, coffee and biscuits every second Tuesday of the month.

The next meet up is on Tuesday 14 October. It's free to attend - just come along from 10am to 11.30am at The Roebuck on Rockingham Road in Market Harborough, LE16 7XY.

2025 Harborough Physical Activity Awards

Our Health and Wellbeing Team will once again be running the Physical Activity Awards this year, which will be hosted at Lutterworth Leisure Centre on Wednesday 19 November. 

Nominations are now open, so we want to hear about residents' amazing achievements, whether that is someone performing on an international stage, supporting their local junior team or making a difference to their community using physical activity.

Could you benefit from a home gadget?

Do you or does someone you know live with a long-term physical, mental or neurological health condition?

If so, the Home Gadgets team may be able to provide support with some assistive technology.

Home Gadgets is a part of the Lightbulb project which runs across seven district and borough councils in Leicestershire including Harborough District. The aim is to keep people living independently in their own home through the use of small gadgets. 

The Home Gadgets Team provide a wide variety of free-of-charge gadgets that can tackle small problems, creating a big difference. Items available might include digital calendar clocks, multi-openers or smart doorbells.

Do you know a young person who likes to have their say on important matters?

We are really keen to welcome new members to our Youth Council in the new academic year and existing members have been working on promotions over the summer holidays. 

Watch the Youth Council members' short video featuring three members of the Youth Council speaking about why it is a great opportunity for them.

Monthly meetings start again this month with the first being held on Thursday 18 September at Lutterworth College 5.30pm-7.30pm. 

Join our Youth Council!

The meetings will then alternate between Lutterworth and Market Harborough on Thursdays each month.

We provide transport to the meetings through Lutterworth Community Transport and Market Harborough Community Transport to make them as accessible as possible.

If you are a young person aged 11-18 or know of any young people you think might be interested in attending future meetings, then contact our Youth Engagement Officer at youthvoice@harborough.gov.uk.

Although we have participants from across the district, we would also like to make sure young people from all secondary schools and colleges in the area are represented, particularly in areas around Kibworth Mead Academy and Thomas Estley Community College.

Major improvements to tennis courts at 90-year-old Welland Park

As reported in our August newsletter, we have been granted £81,717 from the UK Government and LTA Tennis Foundation's Park Tennis Project to resurface the tennis courts and install new gate access systems at Welland Park in Market Harborough.

The aim is for as many people as possible to use the courts and play tennis for free.

Work started on 1 September and will take between 8-10 weeks to complete. 

During this time both the Welland Park Road car park and the tennis courts will be closed.

Improvement work is also planned in September to one of the popular dog walking routes in the park.


Birthday celebrations

Welland Park marked its 90th birthday in August with a special anniversary event in the park led by Chairman of Harborough District Council Cllr Peter James who cut a cake made by The Welland Park Café to mark the occasion. 

A flowerbed depicting the number 90 and a decorated present made of wood were also unveiled.

Welland Park is the largest park in Market Harborough and is managed by Harborough District Council. 

It officially opened in June 1935, transforming seven acres of fields into a community space featuring formal gardens, a bandstand, tennis courts, a running track, bowling greens, an ornamental pond and an Art Deco pavilion.  

Some additions and improvements in recent years have been the introduction of a Pétanque Court, accessible toilet facilities, wildflower planting and the installation of new children’s play equipment.  

Many volunteer groups such as Market Harborough in Bloom, River Clean and Rotary Club of Market Harborough are also integral to the upkeep of the park.

The aim of this survey is to get feedback from residents and visitors on how we can improve Market Harborough and Lutterworth town centres. 

Your views will help us to create even more vibrant, welcoming town centres that work for everyone. By taking just a few minutes to complete our short survey, you’ll help us:

Grant surgeries to support applications to £1m Community Grant Fund

The second year of our our £1 million Community Grant Fund will begin later this month and we have arranged some grant surgeries to help potential applicants discuss project and funding ideas.

These are open to community groups and organisations, parish and town councils and parish meetings, to talk to us about any potential projects. 

The Community Grant Fund is for capital projects that create lasting assets across Harborough district, such as improvements to building, facilities, or purchasing and installing equipment.

Grant awards help arts, creative, cultural and heritage development

More opportunities for people to join in arts, creative, cultural and heritage activities will be provided in Harborough district thanks to successful grant awards.

A range of businesses and organisations in rural locations received funding between £5,000 and £20,000 from Harborough District Council, using government funding, to enhance physical, cultural and social amenities.

Examples include alterations to buildings and cultural venues with the additions of new lighting, audio and display equipment in libraries and village halls, improving visitor experiences with investment in creative and retail spaces, as well as creating new heritage trails to encourage increased participation in local history.

Grant recipients were Hallaton Church Restoration Trust, Lubenham Heritage Group, Gilmorton History Group, Cotesbach Educational Trust, Billesdon Coplow Centre, Fleckney Village Hall, Foxton Inclined Plane Trust, The Friends of Fleckney Library, Kibworth Beauchamp Parish Council, Halstead Hill Farm, Canal & River Trust, Glooston Village Hall, Live at The Lodge and Hallaton Museum.

Make sure you're registered to vote and don't forget to reapply for your postal vote

Check you are registered to vote

Every year we check the electoral register is up to date and we are contacting all households to make sure those eligible to vote are registered. Your household will have received a letter/form recently, asking you to check your details. Just follow the steps on the letter/form to ensure you’re registered and ready to vote.

Postal voters need to re-register

If you registered to postal vote before 31 January 2024, don't forget to reapply. Recent changes to the law mean that anyone who registered to postal vote before 31 January 2024 will have their postal vote expire on 31 January 2026, unless they reapply. 

We have written to everyone affected, so if you have had a letter encouraging you to reapply for your postal vote, please don't forget to do so. If you don't reapply, you would still be able to vote in person but won't be able to postal vote at future elections.

It's very easy to reapply to postal vote online at: www.gov.uk/apply-postal-vote. You will need to have your National Insurance number to hand and have a photograph of your signature. The letter you will have received provides instructions if you are not able to register online.

Enjoy Heritage Open Days district-wide from 12 to 21 September

A host of local heritage and cultural sites will open to the public for free as the Heritage Open Days Festival returns this month.  

The festival is England’s biggest and most popular heritage event and a national celebration of amazing historic spaces, cultural stories and traditions. It’s a great opportunity for people to explore venues that either usually charge or are not open to visitors at all. 

We have worked with local organisers across Harborough district to support and develop an exciting programme of interesting historical places to visit, for free, all opening between 12 - 21 September 2025.

The festival directory is now live and features talks and walks, tours and open days to welcome everyone curious about their local heritage and history.

This year’s theme is architecture and is especially relevant as The Symington Building in Market Harborough undergoes a programme of renovation works. Visitors can take a tour inside the former factory to learn more, see photos and film from the archives and hear about the corsets that travelled the globe.

Update on the new prison at Gartree

Residents will be aware that Harborough District Council's Planning Committee refused the prison application. The government appealed and the Planning Inspector recommended refusal to the then Secretary of State, Michael Gove, who disagreed with his Inspector and instead issued planning approval. However, now it is being built, Harborough District Council has championed that residents have a say in at least the name of the prison - see article below.


Update from the Ministry of Justice on the new prison at Gartree

Following the consultation to find a new name for the prison, I would like to thank you for sending in your suggestions. 

During this time, we received over 80 submissions, with suggestions reflecting the history, geography and nature of the local area. 

A panel of representatives (including local stakeholders) have shortlisted this to three names:

  1. HMP Harcourt – this is relation to the ‘tithing men’ who would visit the Gartree Hundred and were responsible for maintaining law and order within the community

  2. HMP Devana – this is in reference to the Roman road that ran through the Gartree and Harborough area

  3. HMP Welland Oaks – this relates to the River Welland which runs close to the new prison, and the historical Gartree oak tree.

We are now inviting the local community to share feedback and let us know your preferred choice out of the three proposed names.

At this stage, we are only able to accept feedback and comments on the three options above and will not be considering any new suggestions. 

Following this period, HMPPS and MoJ will make a decision on the recommended name and seek approval from the Secretary of State for Justice and ultimately His Majesty the King before making any announcement.   

In relation to the new prison build, piling began in August 2025 in ahead of main construction works beginning in September. 

Our most recent letter to residents in June detailed some of the works that are expected. 

Some residents may have also seen the installation of the new site cabins which will accommodate the project team during the build. 

We continue to listen to feedback from local residents and make changes wherever we can to address any issues that arise such as construction traffic taking the correct routes around site and improved signage.
